It very much resembles the sword-guns they use in FF 8, though i recall Squall to have a blue one, so... Seifer?

Right  , there is a blue sword too Now here is another sword, this sword was given to the character by a friend, who told it had been his brother's.  It's not one of the gunblades... |

Well that sword is called "The Brotherhood" or "Fraternity" and the sword was first given by Wakka to his younger brother Chappu when he went out on his crusade. Later Wakka decides to give it to Tidus because he kinda looks like his younger brother just before they leave for Kilika. First the sword is quite underpowered but once Tidus visits the Farplane it powers up and if I remember correctly some weird bubbles start coming from the hilt now, might have been doing that all the time though hehe. And this Final Fantasy X.
Could also note that this sword is now used by Yuna in Final Fantasy X-2 when she uses the warrior dressphere.
